This is the road along the Pacific Ocean, connecting Vancouver (Canada, British Columbia) with Blaine (United States, Washington). The monument represented is called Peace Arch.
If you enjoy irony, there was a car chase with two murder suspects on the US side trying to flee to Canada- the police on the US side managed to force the fleeing car off the road and there was a shootout between the two fugitives and the police (still on the US side).....with one of the men wounded.
This all took place on the grass directly in front of the Peace Arch.
